The Kosovo government has come up with an announcement following the adoption of the Law on the KPM, writes Periscopi.
Following the adoption of this Law, the EU, France and Germany expressed disappointment at the adoption of two laws without receiving the recommendations of the EU and international organisations.
But that's not what the government is saying. Its announcement says that “Full law follows the directive for the European Union's Audiovisual Media Services (AVMS), drawn up by European Union experts”
MPs from the Republic of Kosovo today adopted the Law for Independent Media Commission, sponsored by the Prime Minister's Office, and demanded years from the European Union, through the Country Report.
This Law primarily brings equality and sound competition to the market. This, because this Law in full conveys the directive for the Audiozuele Media Services (AVMS) of the European Union, drafted by European Union experts.
During public consultations and hearings organised by the prime minister's office, many parties -- field experts, members of the media and civil society -- were heard. The same met with experts who have drafted the Law, also under the organisation of the Prime Minister's Office.
We also offered the AGK separate meetings with experts after their comments to ensure that their concerns are addressed by those most qualified in the media field within the EU.
The government of the Republic of Kosovo has adopted the KPM Bill on these principles:
-Full respect of AVMS directive;
-the harmonisation of this bill with legislation in force and
-safety of guaranteed rights enforcement of responsibilities charged to all subjects, by an independent constitution body, that's KPM.
The directive of the European Union AVMS lies on two key principles: ensuring that every medium who produces information is subject to the same rules and that each citizen has the right to be informed of who breaks the news through which it is informed, considering that our judgments are also formed on the news that breaks.
In light of this, every portal producing news is self-regulated, but every portal that produces and bursts news through audio or video messages, needs to be subjected to rules that apply to television, because both have the same audience and have the same objective of information. Therefore, both, to be competitive in the market, subject themselves to regulation by the same independent body, in this case the Independent Commission for Media.
Kosovo does not have other independent, institutional mechanisms that could carry out this KPM task. And these attitudes are harmonised with the decisions of the European Court of Justice.
We have maintained media independence from the political influence of any other influence that could be perceived as such by the public. At present, no political party and no religious community can have media ownership.
Our citizens will be informed at any time of who breaks the news, through access to the KPM platform, which will indicate the exact final beneficiaries of each medium.
Recently, the initial fines criticised by civil society are the same because they were harmonised with the Law in force for Counter-Religure. It is our duty to ensure effective harmonisation and implementation of our national laws.
Guided by European Union Experts Willingly to Strengthen KPM as an independent constitutional institution, but above all to offer the citizen of Kosovo the opportunity to create the opinion independently, always according to AVMS directives.
We thank the deputies of the Republic of Kosovo for voting a qualitative and reforming law.
