EU still makes no decision on lifting measures against Kosovo

Kosovo continues to be under European Union punitive measures from the summer of 1923, which the bloc imposed in response to the escalation of the security situation in northern Kosovo, when Albanian leaders emerged from elections boycotted by local Serbs, began their duty in municipalities in the north. Most EU states were in favour of full removal of these measures, as has High Representative for Foreign Policy and Security Josep Borrell recommended in the report he handed over to member states on June 18th.

And now, when almost a month of handing over this report, there is still no decision by the European bloc on measures towards Kosovo.

EU spokesman Peter Stano has said that discussions on removing these measures are continuing.

“High Representative's report for Kosovo meeting EU requirements, expressed in the June 3rd 2023 Declaration (The High Representative's statement on behalf of the EU) was sent to member states, and the first discussion took place in June.

The Council had invited the High Representative to prepare such a report at its conclusions in December 2023. The report is a confidential document and will not be made public.

The High Representative recommends lifting measures for Kosovo, as he stressed at the press conference on 24 June 2024. The Council's discussions continue at”, Stano declared.

EU measures are among the provisional suspension of the work of the Stabilisation and Association Agreement troops. Kosovo, too, is not invited to high-level events and bilateral visits have been suspended, except for those focusing on addressing the crisis in northern Kosovo in the context of EU facilitated dialogue.

Authorities in Kosovo have sometimes insisted that they have met the requirements for lifting the measures and that the situation in northern Kosovo has been stressed, Kosovo Serbs have been able to vote for the dismissal of mayors and now, according to them, there is no longer reason to keep these measures.
