Vjosa Osmani continues not to forgive any prisoners

It's the first of the state and its position gives it many rights, yet Vjosa Osmani is not using it all.

It is allowed amnesty of prisoners whose names come through the Kosovo Ministry of Justice and Correcting Service, following recommendations the commission gives to the ad-hoc to review the prison requirements.
