Democratic Party of Kosovo chief member Progress Gruda, accusing Kurti Government of politicising and destroying public administration, has threatened to submit the Law for Public Officials and for the Prosecutorial Council to the Constitutional Court.
Gruda, at a media conference, has said that the initiative for completing the Law for Public Officials conflicts with the Kosovo Constitution and the Stabilisation and Association Agreement Kosovo has with the European Union.
This law violates the Stabilisation and Association Agreement for Kosovo, because its 120th article requires co-operation with the European Union in the area of reforms in public administration. It is noteworthy that the EU Office in Kosovo has also rejected this law. Article 19 of the Constitution clearly stipulates that the ratified international agreements have superiority over the laws of the Republic of Kosovo. Therefore, the Law on Public Officials cannot be contrary to the SAA because it is therefore in conflict with the Constitution”, Gruda stressed.
He has said the court's remarks regarding this law have not been addressed.

He has also stated that fulfilling and changing the Law for the Prosecutorial Council is unconstitutional.

The PDK has called on the “government to halt actions that conflict with the Constitution, The SAA and the Constitutional Court's judgments will otherwise submit these laws to Constitutional”.
