Kosovo Journalists' Association Chairman (AGK), Xhemajl Rexha, has spoken of the controversial draft law on KPM, which has opened a major debate in the country where there has been controversy by journalists' associations, the European Union and experts.
Rexha said that this law has some problems that they have addressed now and for how long.
He said the main problem is that there has been no involvement, consultation with acts of civil society and media industry.
The current “Law that has been put on for second reading in the Kosovo Assembly has some problems that we have now addressed for a long time. We had a government initiative coming to make a new law. Initially in fact it was said that it would only render actual law by adding some new parts, but then started drafting from the very beginning. The main problem stated in the Council of Europe expert report, which we have repeatedly mentioned, is that there has been no involvement, there has been no consultation with acts of civil society, the media industry that are the main ones to implement this law. So there's been a tendency of total ignoring all voices that can contribute to making the law as good as”
“We have been invited to just one public hearing two years ago where we have given our remarks, but because of the goodwill we along with Mrs. Kusari and Mr. Vopolaj have initiated a meeting with Mr. Luan Dilipi, the adviser of Prime Minister Kurti to discuss the need to make the law as good as possible, to make our contribution as field experts to the law being both in line with European standards and applicable in Kosovo. Besides a meeting there has been no other movement and there has been no willingness of the Government and Vetevendosje Movement to include acts of civil society to draft the law, and this is absolutely to regret that there are cases of other laws when the involvement of civil society has made the constitutions better” Reda said in Blic Interview.
