Pfeiffer stressed that this association should not have executive competencies and that its role should remain cultural.
“I think the international community should step back and talk to Kosovars about the situation, how they see their country, the world, their problems, and how they should deal with Serbia. Association is not a solution, perhaps a solution can be made later. But it is a long programme to make Serbs live free, take their place in society and feel comfortable. This will take time. He criticised Kosovo's international partners, saying they are favouring Serbia in efforts to solve the problem.
According to him, association should only be a cultural organ, which gives Serbs the opportunity to express their sorrows, but should not have an executive authority.

In addition, Pfeiffer noted that international demands are not in Kosovo's interest and that they should ask why they are doing so.
