Why did Kosovo not get new recognitions in Kurti's government?

It has been nearly four years since Kosovo diplomacy has been led by Donika Gervala Sarchz, and so has been done by the recent recognition Kosovo has received from a state. Israel, which came as recognition from Washington's agreement, was the last to be marked on the list of states that have recognised the Republic of Kosovo as an independent state.
But, the MPJD in Dukagjin's ongoing questions to know what the plan is and how it's going to be done to lobby on new recognitions and if there's going to be one by the end of the year, they've refused to answer.
In the absence of responses by the Ministry, led by Gervala, its co-party, Haxhi Avdyli, has said it is working with states that have doubts about Republika's citizenship.
“We are working with the group of states that are suspicious or have not decided in the sense that they have not decided to recognise Kosovo. We're working with a group of states, I'm not saying they're endorses, but a group that might be 10 states that are in the process, that have some dilemmas of uncertainty. Then there is the Russian, Chinese influence of various countries that are major states that are affecting this process,” said Haxhi Avdyli from the Guso List, RTVDukagini.
And that recognition is dependent on other circumstances, says Foreign Affairs Commission member Dimal Basha.
According to him, everything is dependent on normalising relations with Serbia.
New differences depend heavily on the normalisation of Kosovo and Serbia relations. We have an agreement which Serbia itself steps on. Here is a certain paradox because the agreements become, Serbia violates and Kosovo is punished”, Basha said.
But harsh criticism is in the face of this diplomatic issue with the opposition.
According to Time Kadriaj, representing AAK on the parliamentary foreign affairs commission, this government will be recognised for populism, not for done jobs.
The “actually from this government will have no recognition, because with those promises coming to power that will not dialogue, which will break up all agreements with this approach of this government we are isolated, we will not have recognition,” has said Kadriaj.
Kosovo has so far recognised 117 countries of the world since 2008.
