Kosovo's Institute for Justice (IKD) views the decision as poor planning for Kosovo's Parliament by 12 June not to hold the plenary session, due to some technical intervention that will take place in the plenary hall. They have stressed that between April and July, the work of the Parliament is intensified, and the decision that works on digitising the plenary hall are at this time wrong.
IKD senior researcher Naim Jakaj has said the right time for the renovation of the plenary hall would be the time when the Parliament goes on spring session vacation, so not preventing the work of the Parliament.
Kosovo's “As the Institute of Justice, we have said that the work of the Kosovo Parliament is conveyed by not planning properly on one side and on the other by a failure at all. When there has been planning, there has been inadequate planning and there have been cases or generally when the work of the Assembly is done without planning as is the legislative programme. But as is already seen, issues that are already technical, which require renovations for digital issues or other issues even here, so the Assembly is blocking. By the time April, June, July, are the months when the Parliament's work is intensified, the Assembly goes two weeks to digitise the plenary hall, this issue has been able to do it in August when it goes on spring session vacation, but as you see it hasn't done. We consider this to be the poor job of planning”, he said.
Jakaj has said that these renovations are positive for the Parliament, but the time that has been chosen to renew poplar halls is not appropriate, according to him considering the large number of bills in the procedure.
He has added that according to predictions these works could last up to a month and that June may pass without any plenary hearings being held.
On the other hand, it's positive why it's happening.Positive in the sense that it is being done but not at the time when, as well as how the process is under way, because they are in procedure over 60 bills. Other issues related to independent institutions, law enforcement monitoring reports, report of ministers scheduled for issues still pending. At the same time, two weeks are minimum, we're confident you'll get maybe a month on schedule. Because there's not a small job going to be done, it's going to be a pretty big job in the meantime, in the meantime, June might happen to go through without developments in the plenary session. Because work on commissions is going on, but work in the session isn't going on”, he said online Economics.
And then we're going to have another issue that we're going to have a collection of points that the line from the commissions that will be considered, that will be collected with points not considered, with points waiting and on the other side with points coming up during the next two weeks”, he said.
