Foja shows who she reported to in the KLA General Staff, she also talks about the Military Police.

Witness Kurtesh Foja has spoken at The Hague about the period of November 1998 and beyond, when they had also held several meetings at the KLA General Staff. He said he attended two-three meetings, reported to Salih Wessel. “During the November period, brigade commanders referred to the General Staff [...]

“During the November period, the commanders of the brigades have referred to the General Staff and have had regular weekly meetings. At 2-3 meetings, I joined the other commanders of the east Operative Zone. We've been reporting to Salih Wessel, who was deputy chief of General Staff... and the meetings in general at that time were held by Salih Wessel. Once again I repeat that with Selim, I am no longer in the war, except for the two cases I mentioned to him at”, Foja said.

He said that all the data and references that were forwarded during that time to the General Staff have been of the operational character. He claimed he did not know for certain whether Salih Wessel shared with other members of headquarters the references he received from him.

The “has not been a job and I am here to deal with that problem”, he said.

Selimi's lawyer, Geoffrey Roberts, asked the witness about a document that was prepared by him on November 10, 1998, to the Military Police, in which he had claimed there were some people who represented themselves as Military Police and were in command of Uka Gegaj.

After that, Roberts said the witness had declared that several Military Police soldiers had gone to Nisor in a document bearing the stamp of Uke Gegate, where a type “vehicle was required. Land Rover” to give the Brigade 121.

“Uka Gegaj has been inside the 121 Brigade, but uses a stamp that is from KLA Military Staff Police”, Fopra said.

He added that this caused him to have doubts about the document, which he also announced to Staff.

The witness denied receiving orders from the General Staff Military Police Directorate.

“I didn't take orders from the Military Police Directorate, (even if it would happen) I would probably inform the Chief of Staff of interference, respectively, for interference by unauthorised persons”, he said.

The Witness claimed that the Directorate of Military Police under the General Staff did not have the position to issue orders for Military Police directors in the brigade and that such a task had to be done by their commander.

At the preparation hearing with the SPS, the witness had said no one had announced when the Directorate of Military Police was established within the General Staff and was not even part of it.

Lawyer Aiden Ellis under the protection of Jakup Krasniqi later began questions about the witness.
