Rexhep hell was born in Kukes in 1937. In 1958 he finished his Middle Art School in Pec, and in 1966 he graduated from the painting branch of the Academy of Arts in Belgrade. In 1974-2005 he was a professor at the University of Pristina's Faculty of Arts. It has opened independent exhibitions at the Gallery of Graphical Kolestik in Belgrade (1968 and 1973), at the Darte II Cenacolo Gallery, Vicence, Italy (1969), at the Gallery of E.
The Cultural Centre, Belgrade (1976), at the Lambert, Paris (1977) Gallery of the National Museum, Nis (1980), at the Gallery of Arts, Pristina (1982), at the Gallery of Arts, Sarajevo (1983), at the Vakko, Izmir, Ankara and Istanbul (1989), at the Vakko Gallery, Istanbul (1998), at the National Gallery, Tirana (2001), at the Kosovo Academy of Sciences and Arts (2020) etc.
In 1996 he was elected a member of the Kosovo Academy of Sciences and Arts, and in 2000, a regular member of this academy.
He published books of poetry, novels, essays. Nine titles are set aside in selected literary works.
In 1971 he received the December Kosovo Assembly Award, while in 2012, on the occasion of Albania's 100th anniversary of independence, he was given the title Honorary Citizen of Vlora.
On the occasion of his 80th birthday at the Kosovo Academy of Sciences and Arts, his personal exhibition of selected works opened. So was monography for his work at the academy.
