Kosovo's deputy prime ministers appear to have launched a new wave of criticism of the European Union and the European Emissari for Kosovo dialogue Serbia, Miroslav Lajcak.
Within 24 hours, the first Deputy Prime Minister Besnik Bislim and Deputy Prime Minister Donika Grovall have blamed the EU for measures towards Kosovo and for conditioning means from the Growth Fund, which is a new EU financial instrument for Balkan countries.
Although the measures and conditions towards Kosovo are imposed by member states, they have pointed to the EU, saving member states.
Although the money from the Growth Fund will depend on Lajcak's assessment, Deputy Prime Minister Besnik Bislimi has said yesterday that the EU's emissary does not decide on the issue, national broadcasting.
The current situation is a little more complicated, because it is a precondition for obtaining the first part from the Growth Fund or the Grovet Plan that was expected to take place in July following an assessment of Lajcak's being made about the constructiveness of the” parties, Bislimi said, following the meeting of the Parliamentary Commission for European Integration.
He has acknowledged that fund money in question for Kosovo and Serbia will depend on the consistency of these states in the Brussels dialogue process.
“And this constructiveity will depend on how the parties accept the sequence plan as a base. Serbia will have a challenge to say that I have an agreement sequence plan that I don't know exists. Serbia to be forced to accept agreement with Kosovo, must implement the same”, Bislimi expressed.
According to him, Lajcak is not the one who decides for the funds.
“Lajcak doesn't decide the funds. Lajcak reports on the constructiveity of the parties; this report, which is then used by the commission to assess whether to disbursage means or not”, Bislimi expressed.
Even tougher with the EU was Kosovo Foreign Affairs Minister Donika Grovalla.
It has given that neither the European Union knows why it has imposed punitive measures on Kosovo.
“I think the problem that's not taking off the measures is that nobody knows what's set up. There has been a demand for the deespass, the transition happened months ago and no one is able to figure out what Kosovo should do”, she said.
Kosovo's chief diplomacy has blamed the EU for imposing these measures.
According to her, this is Brussels' inability, not EU member states.
Therefore, I have decided not to comment on those measures, because they seem completely pointless. And second, it is an expression of Brussels' inability. So the European Union, not member states, but EU bureaucratic structures to find solutions between Kosovo and Serbia”, she has said, adding that the EU is experimenting with Kosovo.
“Thus, experiments are made, so proposals are made that three days later change. So, our task is to be constructive in the process, to come continually with proposals that help the non-Albanian community in Kosovo -- that is, the Serb, Bosnian, Ashkali, Roma, Egyptian, and all others -- and not to make mistakes, or at least to contribute to the deterioration of past mistakes.”, Gervala said.
Whether such criticism concerns continuing Lajcak's mandate as EU emissary by January is unknown. The EU Special Representative for Kosovo Dialogue Serbia on Tuesday has visited Pristina. After meeting with Kosovo's chief negotiator for talks with Serbia, Besnik Bislimi, the EU's emissary has not warned any new round of talks between the two sides. From both sides, he has called for implementation of agreements reached so far in the Brussels process.
