Attempting to write a draft for Association on its own, Government continues to degrade Lajcak's document.

Prime Minister Albin Kurti had praised the care shown to the “character of the Constitution and the laws of Kosovo” that had shown designers of the draft Association that he was brought last year to five European diplomats. A year later when the Government of Kosovo is being asked by these European mediators that this draft [...]
After Kosovo lost the opportunity to join the Council of Europe because of its refusal to submit Lajcak “to the Constitutional Court, as some Kosovo partner states requested, leaders from the executive and parliament have become even more vocal to protect their stance that they do not submit to Constitutional “newspaper headlines and draft unauthorial”.
The Kosovo government tried to convince the Council of Europe member states through a letter sent to the Parliamentary Assembly of this organisation that it was drafting a draft that it would then submit to the Constitutional Court. Since this movement convinced these states, the government said it lost the value of “vevetu”.
Deputy Prime Minister Besnik Bislimi said Thursday that the draft of Europeans is neither a document nor a draft.
Kosovo has met all the requirements the Council of Europe has requested from Kosovo, and the Parliamentary Assembly has said Kosovo deserves to be a full member because it meets all criteria. Then there have been others who have deviated from the European Commission's demands and who have been rejected by the Parliamentary Assembly itself, such as the request to submit the draft a draft which actually constitutes neither draft nor document nor has the signature or ownership until the present month has several addresses that have said whether it is a draft of our own. We send no newspaper articles, no opinions or drafts that have neither authorship nor ownership in the Constitutional Court”, Bislimi said.
Meanwhile, his chief, Albin Kurti, had earlier said that the proposors of this draft could send him to some <x0); international sub-instance “> as it is international “draft” and not local.
“In the situation where they insist on Lajcak's draft and other emissaries for Association, send him to an international instance. It may be the constitutional lawyers of the Council of Europe, it may be the Venice Commission, but not at the Constitutional Court of Kosovo”, Kurti had said in an interview for A2. CNN.
Kurti reiterated that the draft “is a paperʹ, it is a working document that has neither logo nor seal nor signature”.
“We can't get a papernon what embassies in the past have given us on various issues, send it to Constitutional Court”, Kurti said.
It's an international draft, it's not a local. At the Constitutional Court, we send documents that are local. An international document let it go to test in an international instance. So I'm saying, the draft of Lajcak and other emissaries of October 21st, let them freely take him to the dominant lawyers in the Council of Europe and the Venice Commission. The document is theirs, not mine”, Kurti stressed, while added that my “document I take to the Constitutional Court, but my document”.
The same recommendation for middlemen was made by Chief Diplomat Donika Grovall.
Since they like this draft, let them forward it to the Venice Commission and take up its verdict. But, it is not an issue Kosovo government can forward. It is a draft that is not of the Kosovo government”.
Chief Parliamentary Glauk Konjufca said it is not fair for Kosovo to receive the state's right to draft a draft, while for the punishment Kosovo received for the Council of Europe, he says there was no set deadline for Kosovo to be punished for its failure, Express writes.
The question is what Kosovo belongs to as a state. This is about Kosovo citizenship. Kosovo has reached a point at which the international community and the EU have told Kosovo that it is your competence to write you a draft, to propose. We have never had a specific term. If you do not do so, We will take away your power from you. That's why I'm saying it's not fair to Kosovo. This is like some kind of robbery, I would have called it, of a state component of the Republic of Kosovo. This competence at any cost Kosovo must preserve, Kosovo does not issue a note that it should propose the draft. We can now sit with the EU and negotiate perhaps the deadline until this can be done, but not for Kosovo to be taken without unilaterally asking a competence the state of Kosovo has, in this case the government of Kosovo will compile a draft”, he said.
