After Kosovo lost the opportunity to join the Council of Europe because of its refusal to submit Lajcak “to the Constitutional Court, as some Kosovo partner states requested, leaders from the executive and parliament have become even more vocal to protect their stance that they do not submit to Constitutional “newspaper headlines and draft unauthorial”.

Kurti reiterated that the draft “is a paperʹ, it is a working document that has neither logo nor seal nor signature”.
“We can't get a papernon what embassies in the past have given us on various issues, send it to Constitutional Court”, Kurti said.
It's an international draft, it's not a local. At the Constitutional Court, we send documents that are local. An international document let it go to test in an international instance. So I'm saying, the draft of Lajcak and other emissaries of October 21st, let them freely take him to the dominant lawyers in the Council of Europe and the Venice Commission. The same recommendation for middlemen was made by Chief Diplomat Donika Grovall.
