Through a text on the social network Facebook, Ben-Mayer said that although Kosovo's Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq agreed on the plan, both refused to sign it.
The German and the French stated that both sides were committed to implementing the plan and that their verbal engagement was apparently sufficient. Now we know that neither side made any important moves to implement any of the plan's provisions. Since then, not only has there been no progress in dialogue between the two countries, but relations have deteriorated further”.
He added that “in a way, the EU relied much more heavily on Kurti than on Vuciq, especially on the basic issue of municipality association, to break the” deadlock.
