Only one company in Kosovo, “Composte Foods”, has been declared a strategic investor from the Kosovo Assembly so far. Kosmonte received this status with the arrival of the new Kosovo government, Kurti II Government. The government, more precisely, the Ministry of Industry, Trade and Trade led by Roseta Hajdari prioritized this company by providing land for state property for 99 (nine and nine) years. 2. Identification and verification of property for identified exchange. That there are no objects in the parcels and we don't plan to build in these countries”.

Periscop's sources have indicated that Costmont had tried to trade property even through the former Prime Minister Nenad Ricalo. Periscop learns that the minister had invited two senior ministry officials to whom he had asked to consider the company's demand for property change. However, the same ones had failed to comply with Minister Rikalo, letting him know that there is a decision on the temporary ban on changing the ministry's real estate agency Kosovo Forests.

The “Corporation Foods” makes second effort to continue contracting APK

In the meantime, on the date 28,02.2019, The company “Mermer Granit Kosova”, headquartered in Fushe Kosovo, calls for the APKA taking over the exploitation of rented forest land. The professional commission recommends to the APKA to approve this request.

After several months, contracts are linked between APKʹse and “Mermer Granit Kosova” for taking over temporary use of forest land on the surface of 3,0 198/ha for business activities, worth 30,198 m2 for the cadastrallaq, F. Kosovo.

For a company to receive the status of the Strategic Investors, I must first pass on certain procedures.

One company, cannot be recommended for Strategic Investors if there are problems with the law. This is also defined in the Admistic Guide (QKR) 15/2018 For the method and methods of meeting the Criterries for establishing Strategic Investors Status.

To the company in question, the Question Agency had filed charges (as recorded above) for disrespecting the contract. However, the Ministry of Agriculture was not interested in the court's epilogue, wanted the company to be equipped with the Strategic Investors' passport for what state benefits would be.

The company “Compacted Foods”, in February 2019, applied to MINT. Next, the Investment and Support Agency of Enterprises in Kosovo KIESA under the Ministry of Trade and Industry has made technical assessments of the documentation of the strategic investment project.

After stating that the complete project file was presented and after technical control of the app, the Agency has asked the Interministerial Commission to establish the Operational Group, where the latter has decided to establish the operational Group for preparation, supervision and implementation of the strategic investment project.

So the operational group is responsible for professionally supporting the Investment Agency and supporting companies in following all procedures and preparing all legal documents, with the aim of preparing and implementing the strategic investment project.

The Agency and the Operational Group within twenty days working on the appointment date from the Inter-ministerial Commission, verified the preset documentation and carried out the technical, financial, legal assessment of the project's full file.

Periscopi also owns the Ministry of Trade and Industry's main document, namely the Operational Group document, which after reviewing the documentation has proposed to the ministerial Commission the decision on granting strategic investment status.

The Operational Group that has examined the company's documentation has been composed of eight people, and four have recommended that the company meet the conditions to go to Government for approval, and four of them have ascertained that it does not meet the conditions. It is noteworthy that the Group does not find any official of the Forest Agency, even though this Agency is concerned with the management and management of forests and forest land.

So, in a four-in-four situation, the document should not have gone to government. However, this document went to Government in 2021, a few months after Rosette Hajdari took the lead in the Ministry of Commerce.

As we have reported earlier, Periscop sources suggest that the company “concerned Foods” was a financial supporter of the Vetevendosje Movement election campaign. The now ruling party has not forgotten the benefits this company has done, and the same decided to reward it by declaring “Strategic Institute”.

So, the “Mermer Granit Kosova” company, had a 5 (five) contract signed to use this state property, where it still pays the rent, yet in 2022 illegal, it entered the same land as the “Corporationd Foods” after signing the agreement with Kurti II Government.

Periscop also contacted the company in question with Sabit Gubetini's owner. The same one told Periscope that the state land that has been in use for five years is signed by contract and pays rent for it.

It's true that in the land where we've been using it for 5 years and we have it signed by contract with the APK and we pay rent, we have another company now. That's why we've indicted the Ministry at the”Said Gubetin about Periscope.
