Kutlovci has also published a new MINT decision where, according to him, it is not only direct revenge against him but also violation of freedom of expression.
He has written on his Facebook page that MINT has issued a new decision that turns him back from his position in this minister and he has named revenge, with the reasoning that he has publicly been talking about the fortunes that took place in this minister headed by Rosetta Hajdari.

Dear friends, friends and family,
Even though the Independent Council of Kosovo Civil Service Supervisor (KPMSHCK) gave my complaint right by adopting and abolishing the move of “out of civil service” The Ministry of Industry, Trade and Discipline Commission has made even more scandalous and arbitrary decisions than the preliminary decision. This decision was sent to me at 15 o'clock: 17:20.
In addition to the reasons cited in the first decision, which has cancelled the Independent Council of Civil Service of Kosovo, my statement for T7 Television, my reactions to the social Facebook network and the letter to Kosovo's own prime minister, are surprisingly cited.
These two points reflect not only typical revenge, but the open and pervasive tendency for violating freedom of expression, which guarantees us this country's highest legal act, the Constitution of the Republic of Kosovo.
Article 40 [Freedom of expression]
1. Freedom of expression is guaranteed. Freedom of expression includes the right to express, distribute, and receive information, thoughts, and other messages without being stumbled by anyone.
My statements were made after my departure from the Ministry of Industry, Intervention and Trade (MINT), always in so-called professional statements and in full respect of legislation in force. You may send me away 100 times, but you do not waver in any way or under any circumstances.
