According to the three-month financial report (janar-mars 2024), the central level has failed badly with capital investments. Zero expenditures in the capital investment category have been reported by the Ministry of Agriculture, the Ministry of Commerce, the Ministry of Communities and Kthim, the Ministry of Power Local, the Ministry of Economy, the Foreign Ministry, but also the Assembly of Kosovo.

According to this report that owns Front Online only 1% of the budget for capital expenditures has spent the Ministry of Justice and Office of Presidents, Vjosa Osmani, 2% of the budget for capital expenditures, 3% the Ministry of Culture, the Education Ministry, 4 % Ministry of Finance, out of 6% of the budget, have spent the Ministry of Environment and Regional Development, out of 8 % of the budget for capital investments, the Ministry of Health and Interior, reports. Front Online.

Better off spending on this budgetary category is the defence ministry that has spent 49% of the budget and the office of Prime Minister Albin Kurti, which has spent 82% of the planned budget for capital investments.

Otherwise, according to the three-month budget report, in January-March 2024 all state institutions have spent only 87m euros in the category of capital spending, or only about 10% of the overall budget planned for capital investments.

Shala i PDK: Capital investments at lowest rate in 15 years in Kosovo

Ferat Shala from the PDK says the three-month budget report for the January-March 2024 period, where all state institutions have spent only 87m euros in the category of capital expenditures, shows the government's inability “Kurti” to realise or implement capital projects.

According to the PDK deputy, spending of only 10% shows the lowest degree of capital investment realisation that has occurred in the last 15 years of Kosovo governments.

“Already is the bad practice of this government that its ability to implement or implement capital projects. Capital investment rates are continuing at the same level as it has been in the early years. Unfortunately capital investments are not being realised even though, in principle, they have been extremely little planned, and the main part, 26% of total capital investments has been projects borne by the previous years. In essence, this shows the lowest degree of realisation of capital investments that has occurred in the last 15 years of Kosovo governments”, he stressed.

Shala says the government's focus is on tender negotiating procedures and not on the scale of capital projects realism.

For the worse, even those projects that have been developed or are largely being implemented have gone into part of the negotiated procedures, which means that the institutions of this government have the issue of tender negotiating. This year's January-March period, compared to the previous year, we have 64% of the growth rate of negotiated tenders. The government's focus is on tender negotiating procedures and not on the scale of capital projects realism”, he stressed.

Do not implement capital projects, according to MP Shala results in low labour rates, bringing serious damage in the country's overall economic development.

The “Do not realising capital investments, whether in infrastructure, in other objects of education infrastructure, or in industry projects, is a total lack of development, and this results in low labour rates, resulting in minimal domestic capital movements, with huge damage to local companies and employers, and in general resulting in minimising local production. In this response the damages are huge in the sense of development, emancipation and in the sense of the country's overall dynamic economic development”, he said.

According to Shala, it is impossible to spend the amount earmarked by the end of the year for capital investments because they are already too late, however, there is room for some projects in the next three months, and unless the implementation issue remains for next year.

It is currently impossible at this stage that we are meeting the criteria and standards necessary to regularly realise capital investments because we are too late. We are now in the fifth month and it would have to start implementing basic capital projects, but which is not ruled out the possibility that part of them can yet be realised, there is still space, and the possibility to start with procedures in realising capital investments, in particular in June, July, July and August, then if this phase does not start, the implementation issue remains for next year”, Shala said.

LDK bunker: A lack of capital investments seems to increase unemployment, leading to migration

Valentina Bulnjaku from the LDK says the lack of capital investments made the money invalid. According to her, this absence leads to migration.

The “S first, lack of capital investments, makes the money badly saved. Second, the lack of capital investments increases unemployment, and therefore migration. Thirdly, the lack of capital investments disappoints the middle class of society, as it is interested in other than one job and salary, having good public infrastructure, quality life”, Bunjak says.

According to the LDK deputy, power will now start engines and make capital investments solely for campaigning, because according to it we are approaching elections.

Just look at it that makes life unbearable, procrastinating so many big road projects. There are until the end of the mandate, because after we are approaching the elections, the power will expand engines and make urgent capital investments, for electoral campaigning, but however, rapidly investments will have fewer inspections and monitorings, therefore less quality”, Bunjak stressed for the Online Front.

AAK's Lekaj: Kurti government is a champion of public currency malmanagement

Pal Lekaj from the AAK concerning capital investment spending at only 10% considers that Kurti Government is continuing with mismanagement and functioning towards projects and public investments at the central and local level.

Lekaj says ministries have no idea how to manage and spend public money.

This power, even in the fourth year, is continuing the same practice of managing and operating projects and public investments at the central and local level. Even in 2024 The ministries have no idea how to direct, manage and spend public money. The bad luck that public money is going into deficits while citizens lack goods and services that the state should provide to”, Lekaj said.

According to him, the budget is not already being affected on the other side, citizens are not receiving the necessary services.

The “is highly paradoxical for the state budget to remain inexpensive, while citizens continue not to receive adequate medical services, public services such as water, quality of education, social care, minimum wage growth for the private sector, etc.”, he says.

For the disturbing Lecana, it remains that the capital investment gap from the Kurti Government will continue.

Lekaj at the end stressed that, in economic and social terms, Kosovo needs power change.

Shatri: Capital investment tools are redecented for electoral purposes subsidies

Hakki Shatri, former economy minister, lack of capital investments is not seeing it surprising from Government “Kurti”, stressing that the latter are dealing with other problems.

Shatri says the Government's untapped means for capital investment will redetermine for subsidies for electoral purposes, for obtaining votes.

It's not a surprise, three to four years this government has this investment work and developments have neglected and are dealing with other problems. Although the first three months is not the one indicator that determines the entire year's dynamics that the budget went into effect on January 1st, but preparations start and take time for new projects. This government is doing this, with delays and the end of these capital investment tools re-design them for subsidies for electoral purposes, for vote-taking”, he stressed.

Shatri says failure to implement capital investments goes against country's economy

The “Don't implement capital investments goes to the expense of the country's economy because the money remains blocked, it doesn't go in circulation, many companies that had to work in a chain line up with the work of other companies that are interconnected into investment processes. So a series of companies are blocked or out of work while the money stays in vain, blocked. This does not contribute to the development of the country”, Shatri noted.

Rukiqi: The government “Kurti” Every failure tries to cover with subventions

Former Chairman of the Economic Ode Berat Rukiqi says that not spending means for capital investment is bad economic management, just like when money is spent badly.

According to Rukiqi, any failure or any poor performance, the government has been trying to cover up in the form of subvention, distributing vehicles without any plans

“Lack of projects did not benefit citizens and tax - paying businesses. Normally, this is a big failure. In reality, any failure or any poor performance this government has tried to cover up in the form of subvention, disseminating vehicles without a plan”, the former chairman of the Economic Ode stressed.

Rukiqi explains that the lack of capital projects affects the country's economy, which reflects on unemployment, on civic welfare.

Such growth reflects on economic growth, the less economic growth is reflected in emissions, in civic welfare, reflected in less quality education, health without new service or development, so the damage is very partial”, he said.

In the end, Rukiqi says the government no longer has time for spending planned investment tools, because it is already too late.

This government cannot explain the planned means for capital investments, we are already in nearly half of the year, and much of the projects have not yet been launched. Most of what started was left in half. These have not finished what they found at the conclusion and not to talk about new projects”, Rukiqi concluded.
