The EU's emissary for Kosovo-Serbia dialogue, Miroslav Lajcak, questioned about implementing agreements from Kosovo and Serbia, has said that beyond mutual accusations between the parties in the process, the reality is that Kosovo and Serbia have a list of unfulfilled obligations and none has yet begun implementing the Agreement on the Road to Normalisation, reports the Express.
Lajcak has said implementation must start immediately so that Kosovo and Serbia can start fulfilling their obligations in parallel and step-by-step based on the principle that both sides must do something to get something.
The Slovak emissary has said the focus should be full implementation of the agreement without preconditions or delays, and according to him the responsibilities are clear. When Lajcak says that, he points out, it is up to Kosovo to initiate the process of establishing association and to accept the European draft state and that it is up to Serbia to fulfil its numerous obligations in a parallel way by starting with recognition of Kosovo symbols, documents and institutions, as envisioned in the sequence plan.
The two sides and their constructiveity will be measured only on the basis of progress in implementation and not on the other side's public actions or statements.
