The head of the Vetevendosje Movement Parliamentary Group, Mimoza Kusari-Lila, has said the government of Kosovo cannot submit the draft state of association proposed by the EU to the Constitutional Court, as it disagrees with the same one.
According to her, there is serious concern about how the draft association status is sent to the Constitution, but said there should be an intermediate way in which there must be something on the part of the government, but also take serious guarantees from the international factor that the same can have executive competencies.
We are under circumstances that we never want form or way to create mechanisms that may have dysfunction or internal damage to constitutional order in Kosovo, despite being said to have guarantees that association has no executive competence. What has been presented in the EU draft in which comments have been given, which have not reflected as such. We have serious concern about how it can be realized or what form it is sent to the Constitutional Court. It cannot be sent as a accepted draft without a government decision. The government has no decision on that draft, as it agrees with that draft as a whole as it has surrendered. There should therefore be an intermediate way in which there must be something on the part of the government, but in terms of taking serious guarantees, which so far has had”, she said.
Kusari-Lila expressed disappointment with Kosovo's non-membership in the Council of Europe.
We're disappointed with what happened, not getting into the agenda. We understand that there have been individual state demands then in relation to the request that was most articulated by two states, from France and Italy. But this does not deter us from trying and contributing to the fulfillment of all standards involving rights, order, law and development. It was a bad experience, but it was not the first time Kosovo faced an additional standard or otherwise the organisation had for other countries. It is unprecedented to return a Parliamentary Assembly decision not to be treated at the Council of Ministers, as happened in our case”, she stressed.
