Euronews finds it well that at the 16-17 May summit, where the foreign ministers of 46 member states gather only once a year -- Kosovo will not be on the agenda -- and that, respectively, the decision for Kosovo membership will not be made.

This will lead to delays in Pristina's accession to the entire European human rights organisation”.

What happened?

Kosovo's cheers were extinguished as in the wake of the Parliamentary Assembly vote, where France, Germany and Italy demanded unrecognizable and concrete” from Kosovo, in the direction of the founding of the largely srebe inhabited Communist Association.

With “irreversible and concrete steps” they realised the adoption by government decree of the draft-State of Association provided by the European Union at the end of October last year; and the submission of this document for constitutional revision.

Kosovo Prime Minister Albin Kurti rejected the request, saying the draft- The statue has not been accepted since it has not been signed bilaterally with Serbia; and that as such it is simply a “non-paper”.

The rapporteur for Kosovo in the European Parliament, Dora Bakoyanis, in a key part of the argument for Kosovo at the Council of Europe puts it on its own, supplementary promises of the Brussels/Ohri Agreement (February 2023) between Article 4 and Article 7.

Kosovo's accession to this pre-room EU organisation has been agreed on as being within Brussels' own dialogue compared to the Association of Serb-run municipalities, it argues on general lines.

Among these two pillars she supports both legal and judicial arguments to proceed without any barrier as to why Kosovo vis-a-vis these two articles can walk away as long as it is pledged (what even requires it in writing and receives it) to carry out its part of the deal.

Bakoyanis clearly addressing non-recognition countries, being themselves from a non-recognition country like Greece, argues that this application is the product of this process: The Basic Agreement on normalising Kosovo-Serbia relations.

The importance of taking Brussels 2023 and Ohrid Appendix cannot be stressed enough. It should be recalled that, in the decision to convey (over) Kosovo's application to the Parliamentary Assembly, the Committee of Ministers referred to them (council) and the EU-conclave dialogue. For the first time in history of the Organization ( The KiE is made with direct links to a political process, which is in exclusion by another international organisation.”.

Baconanis with Article 7 in common with what the Kosovo app in the KiE is the product of the Basic Agreement (Noni 4) and it builds the recommendation on its basis; it continues to confirm further in what the establishment of this Association of Kosovo in fact, the part that must precede, which is the adoption of its draft-Status and the sending of it for constitutional revision will be “Evidently high in consideration of the Committee of Ministers (Pica 39)” which is the latest decision-making initiative for or against Kosovo's membership in the KiE.
