The government of Kosovo's “Leter sent to KIE has not consulted and agreed with President Osmani. President Osmani supports only previously consulted, co-ordinated and agreed with the presidency institution as a constitutional institution with clear powers in the field of foreign policy and as the guardian of constitutional functioning of institutions”, Bekim Cupina, presidential media adviser, has declared.

The Government Movement comes on the eve of the meeting of the Council of Europe Committee of Ministers (16 May 17th), where Kosovo's membership in this organisation has still been introduced in the agenda. France and Germany have urged Kosovo to take concrete steps for association to ensure membership in the Council of Europe.
