The incident occurred while presidential candidate Jorge Alvarez Maynes was giving a speech in the town of San Pedro Garza Garcia.
Most of the injured are being treated at local medical centres, the Mexico Institute of Social Security said.
Alvarez Maynes, from the party of the Civic Movement Centre, said the scene collapsed due to a powerful wind.
“I've never experienced anything so suddenly since”, Alvarez Maynes told reporters, referring to the speed of the wind before the scene collapsed.
Alvarez Maynes, who returned to the scene after being searched at the local hospital, said he would suspend the election campaign and hope authorities will investigate what happened.
Alvarez Maynes campaign co-ordinator Laura Ballesteros broke his leg during the incident, the party announced.
Members of the National Guard of Mexico and the military came to the scene of the event to provide support, Interior Minister Luisa Alcalde said on social networks.
Governor Garcia warned citizens to stay inside because of the powerful storms in this area.
The presidential election in Mexico will be held on 2 June, while Alvarez Mayez is third in the race, according to polls.
He lags well behind ruling party candidate Claudia Shanebanum and second place, Xochitl Galvez, which represents a broad opposition coalition.
