MA UNMIK and MSh damaged the budget by 11m euros, due to two agreements

Two agreements during 2013 and the other in 2014 have been prompted by the state budget of over 11m euros. So has the general audience of the National Research Office, Vlora Spanca, at a news conference, revealing the results and recommendations of two Information Technology auditing reports: “Modernisation of the Education System in Kosovo through e-Education”, and “Information System for the Management of Stomactics <x> <854>. Spanca said that the Kosovo education system has been negotiated with the deal on soft loans, which must be paid by September 30th 2032.
Its total value is over 5m euros. “Modernisation of the Education System in Kosovo through e-Education during 2013-2017, the Ministry of Education, Science, Technology and innovation has developed the project to digitise pre-university education in Kosovo, worth 4,931,000 euros. A soft credit agreement has been negotiated for development of this project through Austrian bank UniCredit Bank Austriaı, which was ratified in the Kosovo Assembly in 2014 and will be paid by September 30th 2032 at a total value of 5,637,519 euros (including the province, interest, tariffs).
With the development of this project, it was designed to create a two-module system, an electronic learning component and a component of the digitisation of the senior exam, as well as servers for the deployment of the developed system”, Spanca said, Online Economy, broadcast Klankosova.tv.
“The results of auditing show that the project in question has not been functional and its goals for e-edification and digitisation of the senior exam have not been achieved. Consequently, the damage caused by the state budget due to failures in functioning this project is 5,637,519 euros. The project will continue to be repaid in the form of credit installments by 2032. The ministry (MASHTI) has failed in the project to digitise pre-university education. This financial project by borrowing has been fully realised without preliminary planning, which has been passed on with shortcomings during development, which have contributed to the failure of the organisation's purpose and fulfillment of mission. Furthermore, the ministry has not provided basic equipment and hardware and network infrastructure for the purposes of this project. The developed system has failed to be implemented in schools due to lack of necessary equipment and access to the user network. Consequently, this system is dysfunctional, resulting in damage to Kosovo's budget of about 5.6m euros, which are borrowing and must be repaid by 2032”, Spain said.
And for the pharmaceutical Stok Information System, Spanca said that the Ministry of Health from 2013 has invested in digitisation of pharmaceutical stock management in health institutions, for drug supply and obtaining material on the essential and not essential list for patients. According to it, however, there are shortcomings in the extent and use of the system, as well as in TI governance management and data security.
“The audit results show that the Health Ministry has failed to fully implement the Institute for Drug Management (FMSF) at all health levels even after investments over 6.1m euros in hardware infrastructure, to enable the implementation of health information systems, including SMS.
