The list of speakers participating in this discussion before the vote is published earlier. Kosovar deputies Enis Kerwan, Arben Gashi and Saranda Bogujevci will be members of the Kosovo delegation, who will speak in the Parliamentary Assembly of the Council of Europe. From Albania, meanwhile, there are four representatives who will take the word: Radikal Blerina Lulzim Basha, Clotilda Bushka, Etilda Gjonaj.
A total of 59 representatives from various states will speak, among them 6 Serbs.
At first, on behalf of political groups, Iulian Bulai from Romania, Alexis Tsipras from Greece, Frank Schwabe from Germany, Ingerd Schie Schow from Norway and Zsolt Nemeth from Hungary will speak.
Earlier in the day, the Committee for Political Affairs and Democracy in the Council of Europe has rejected all amendments proposed by the Serbian delegation and some Italian and Hungarian deputies for the founding of the Association of Serb-run municipalities to become a condition for Kosovo membership in the KiE.
While yesterday on the Committee for Legal and Human Rights in the Council of Europe was unanimously voted in favour of Kosovo's application for membership.
Kosovo took a step towards membership in the Council of Europe on 27 March. Despite the vote against Serbia and two other countries, the KiE Committee for Policy and Democracy approved the Kosovo rapporteur's report, Dora Bakojannis, who recommends that the country has met the conditions for full membership in the Council of Europe.
If the Parliamentary Assembly gives the green light today, then the final word for Kosovo membership should be given to the Council of Europe's Council of Ministers in May.
The Kosovo delegation to Strasbourg is optimistic that the necessary votes have been secured to overcome this too in the membership process.
