When it comes to Kosovo's proposal for membership in the Council of Europe, O'Brien stresses that the US is not a member of that international institution and therefore does not decide on the issue, but that Kosovo is failing to fulfill international obligations has jeopardised something that, according to him, should be a clear goal for all.

According to him, it is important to allow citizens to live and promote and enjoy full rights, as well as establish ties with each other.

In the long run, Kosovo's membership in the Council of Europe will help. To get there, we must see that Kosovo fulfills its promises. And this will be a very important element. The countries that vote for this should know that the Government of Kosovo must later make the decision of “difficult”.

 

O'Brien also said it is important that the question of the dinar's use be discussed within the dialogue.
