The “at today's Grant Commission meeting has been discussed review and approval of municipal financing for 2025-2027. At this meeting, representatives of Kosovo's municipalities in this commission rejected and voted against the Republic of Kosovo's government document for municipal financing for the 192025-2027. The Ministry of Finance and Transfers (MFT) has presented the document only with the start of the meeting and has not sent the document in question to the mayors of the municipalities in advance. It is the first time in history of the Republic of Kosovo that the MFT makes such a move. Usually the document involving municipal financing is sent to the heads of the municipalities, members of the Grant Commission, in advance. It is surprising why such an act has occurred in this form this year”, Ibrahim said.
The first of the AKK expressed disappointment with Kurti Government, as it says <x0->communs are being illegally taken away by”.
The “communs are getting the means unjustly because they are not parties to collective contracts. The municipalities in the past few years have taken on tens of millions of euros from their budgets, and this is continuing further. Even in the years to come, including this year, municipalities will be damaged at over 30m euros. This demand of the municipalities, while legitimate, based on the Law on Finance of Local Power, has not found support from members of the grants commission coming from the Central Institutions and Parliament of the Republic of Kosovo, and for that the municipalities have not backed the document for municipal financing 2025-20271>, he told Periskopi
“The consequences that municipalities are carrying because the government is not supporting them are presented as follows:
1. The absolute majority of these tools that the municipalities are being taken away are dedicated to capital investments, and municipalities are unable to implement such projects.
2. Auditing reports for municipalities appear as qualified reports due to the one-way withdrawal of vehicles from the MFT for capital investments from municipal budgets and
3. Since the Communists are being filed with a qualified audience report, they cannot take part in the municipal performance scheme competition.
In spite of demands by the mayors to consider their demands, they overvoted”, he concluded.
