According to Kusari, sending the draft Association to Constitutional Government is condition before voting in KiE

She has said that Kosovo has readiness to implement all agreements reached so far, but according to her, those agreements should be applicable and binding for both countries without differences.

Kusari-Lila has stressed that it cannot only be considered forming association can be the mechanism for the integration of the Serb community into Kosovo institutions, according to her, Kosovo's membership in the Council of Europe is the only and key guarantee for the implementation of the rights of all without differences.

Kusari Lila has said sending the draft Association to Constitutional and establishing it is not a condition for Kosovo's membership in the KiE, but that it will be done after membership.

She has said it would not be good for this issue to become further conditioning for Kosovo.

“As procedure has not been required for Kosovo's membership in the Council of Europe, as do rapporteur Dora Bakoyannis himself, has indicated that this as procedure by the country's institutions will take place after membership, as confirmed and in the letter of the three heads of state as a process connecting the implementation of all agreements reached or the last two agreements this Brussels and Ohrid case.
