Kosovo's pro-member legal affairs committee at the European Council, Knaus warns historic vote tomorrow

Gerald Knaus of the European Initiative for Stability has announced that the Committee for Legal Affairs and Human Rights in the Council of Europe today has unanimously voted in favour of Kosovo's application for membership.
Knaus was reported in front of the KiE facility in Strasbourg, where he said the vote was “unanim”, ahead of “historicalvoting” at tomorrow's session when the Parliamentary Assembly will review the report recommending Kosovo membership, reports the Express.

This committee, Knaus said it confirmed the report by former Greek diplomat Dora Bakoyannis that Kosovo should be admitted to the Council of Europe. The committee praised him for “a excellent report” and said the country has met the criteria.
The “committee concludes in the draft statuteial opinion that Kosovo has reached the minimum standard required for membership in the Council of Europe, even in the area of legal and human rights issues, even though reform should continue”.
The committee considers that “Kosovo is a European state for the purposes of Article 4 of the Council of Europe's Status and citizenship criteria under international law”.
Therefore, the Committee said “supports the completion of a draft statuteial opinion that favours Kosovo's membership in the Council of Europe”.
Kosovo took a step towards membership in the Council of Europe on 27 March. Despite the vote against Serbia and two other countries, the KiE Committee for Policy and Democracy approved the Kosovo rapporteur's report, Dora Bakojannis, who recommended that the country has met the conditions for becoming fully member of the Council of Europe.
The Parliamentary Assembly will discuss it tomorrow, and if it gives the green light, then the final word should be given to the Council of Europe's Council of Ministers in May.
