The case occurred Sunday in front of a restaurant downtown in Dusseldorf.
According to local media, the 38-year-old owner of a local in Herogstraïe neighbourhood of Friedrichstad has debated a 52-year-old Albanian of origin from Kosovo.
They went out of the restaurant to resolve the debate with them, but the row escalated, and the 52-year-old was suddenly firing and shooting the victim several times.
Kosovar has already been arrested by German police.
