“The IKD finds that in three cases Kosovo's Assembly conducted works without adopting the agenda at the plenary session, because this agenda was not voted in the Parliament's Headship in the absence of quorum”, Jakaj said.
On one occasion, Jakaj said the IKD has found that the Speaker of the Parliament incorrectly interpreted the decision of the Parliament for failing to start and hold an extraordinary session because 61 MPs were not present in the hall, reports the “Justice Vocation”.
According to him, The IKD estimates that the quorum at the plenary session is necessary and incompatible for the vote of bills and other acts of the Parliament, but the quorum should not be an obstacle to the development of parliamentary debate, especially when it is called by the 1/3 deputies of the Kosovo Assembly, MP communities that, with the constitution, have the right to proposal and constitutional amendments.
