Kosovo-North Macedonia Agreement Anomalies for Tunnel Project on Prizren-Tetovo Street
The Kosovo government and the Government of Northern Macedonia have signed co-finance agreements for “Preparing the tunnel project on the Prizren-Tetowe” road, which the agreement has come to the Kosovo Assembly for ratification.
The agreement as such is natural, as the two countries must adjust the technical parameters of the tunnel. The sides co-finance the tunnel project in proportion to its length on their respective territory.
That's where the deal is acceptable.
But Article 4 and 5 put the Kosovar side in a unfavourable position and only as a supervisory party.
Article 4 says:
The criteria for selecting the operator for preparing the tunnel project are developed by “The Building Facultium in Skopje”;
Procuration procedures for selecting the operator for preparing the tunnel project are conducted by “Public Enterprise for State Streets” in northern Macedonia.
Article 5 says:
Kosovo side transfers its budget to “Public Enterprises for Northern Macedonia's”;
The Kosovo side has a monitoring role in the process.
So, according to Article 5 it is clear that this agreement does not provide the Kosovo side with a decision-making role, but only monitoring.
The criteria for selecting the operator and procurement procedure were carried out, respectively, “The Faculty of Construction in Skopje” and “Public Enterprise of State Roads” of Northern Macedonia.
The agreement gives no role to the University of Pristina's Faculty of Construction, or to construction engineers at the Ministry of Infrastructure of the Republic of Kosovo.
We pay the tools from Kosovo's budget, but the project selects us the Macedonian side.
Is this approach “Sovietist” promoting these frauds?
