Prime Minister Albin Kurti has declined to comment on Germany's public position that Kosovo should start work on establishing association in order to join the Council of Europe. After the call between Scholzi and Kurti, the German Chancellor's cabinet said he stressed to Kosovo prime minister the importance of concrete steps towards Association for CoE membership.
But, Arber Rexhaj, who is MP from Kurti's party, says Kosovo cannot start establishing association because according to him, the problem lies with Serbia, which is constantly violating the basic agreement.

However, quite another opinion is held by LDK deputy Rzazarta Krasniqi.
It says it is already clear the conditioning of KiE membership with Association.
“Starting with the past where you know how many times the visa liberalisation process has been passed in the European Parliament and it doesn't get past the Council, it will have to be disturbing for them, it has to work harder. We saw the two friendly states of Kosovo that are referring to Prime Minister Kurti sending the draft Association to Constitution, it is now seen as a condition of association”, Krasniqi has said.
International pressure on association has increased to Kosovo just prior to the gathering of the CoE Committee of Ministers, which is held in mid-May.
Similar stays like Germany have also shown France.
