Eurodepute McAllister says there is agreement between EU institutions for the 6 billion-euro plan for the Western Balkans

We have a deal. With 6 billion euros, “Reform and GrowthFacity” for the Western Balkans will bring Albania, Bosnia, Kosovo, northern Macedonia, Montenegro and Serbia closer to the European Union”.
He said that along with Gert Jan Koopman, European Commission's Director General for Neighborship and Enlargement Negotiations, Willem van de Voorde, the representative of Belgium, who leads with the EU Council, as well as with two eurodeputs Carlo Resler and Tonino Picula have made sure that their financial support for the region is “strategic, co-ordinated and influential”.
For Kosovo and Serbia, this plan was discussed as conditioning.
At the end of March, it was reported that they had “left to clarify even some details about the specific condition for Kosovo and Serbia and conditioning with the countries of the region to adapt to visa policy”.
Also, according to REL sources within the EU Council and Parliament, the main obstacle to achieving reconciliation is the Council's insistence that the key word for managing this plan have the Council, while parliament insists that it also have a role in the decisions to accept reform programmes from Western Balkan countries as a condition for payment from this fund.
For the formal adoption of this plan, which includes 6 billion euros in financial assistance to the six countries in the region, reconciliation of the European Parliament and the now-to-be Council is necessary.
