End of debate: The latest report says the value of single-source contracts during Kurti Government has increased for 38m euros

One-source contracts during 2023 have marked increases for nearly 38m euros more. For these contracts, Kurti Government has been constantly criticised. Meanwhile, Public Procurement Regulatory Commission report (KRPP) points out that between 10 thousand and 83 contracts worth 810m euros were signed during 2023. What's in the report? [...]

Public Procurement Regulatory Commission (KRPP) has published the annual report, which has also confirmed the growth of single-source contracts.

During 2023, 12 thousand 397 procurement activities have been held in Kosovo and 10 thousand and 83 contracts worth 810m and 438 thousand euros have been signed, or about 251m and 420 thousand more than in the preceding year.

But what needs to be emphasized is that according to this report, 117m of 258 thousand euros is the value of contracts that have been signed following the negotiated procedure without the publication of the contract announcement.

These contracts have marked increases compared to last year, where their value was 78m and 569 thousand euros. So in 2023 the value of contracts increased by 38 million 689 thousand or 49.22 percent more.

Meanwhile, contract values have also been shown in the report by following other public procurement procedures.

The contract value signed under the open procedure during 1923 is 665,768,974.50, until according to limited procedure during 2023 13,176,422.33. The value of the contracts signed under the design procedure, in 2022, is 3,037,845.48, and according to the competition procedure, in 2023 it is 112,7540.74, while in the process of negotiating without publication the contract is 117,258,922.10, and the value of contracts signed under the open quota of prices, during the year 2023,799,039.20. Meanwhile, according to the minimum value procedure, the value of signed contracts, in 2023, is 2,269,659.05.” reportedly, Nacional reported.

The report also points out that there is an increase in signed contracts using the “Tender criteria with the most economically favourable price” compared to the set criterion “The most responsible offer at the cheapest price” by about 9 percent more than in 2022.

The apparent “Ration of the total value of the signed contracts using the prescribing criterion “Thender with the most economically favourable price” compared to the prescribing criterion “The option responsible with the cheapest price”. During 2023 the total value of contracts using “Tender at the economically favourable price” has reached 114,973,518.00, or about 14.19% of total contracts signed during 2023 or about 9% more than in the preliminary year.” says the report.

What were these contracts signed for?

Kurti government has been criticised for its lack of capital investments. This data also prefunds the KRPP report, showing that contracts signed for work are not within expectations.

The value of contracts signed for work during 2023 is 473m euros.

“Based on the type of procurement, which contracts have as their object, in the board no. 9.4 and graphicd no. The 9.5 value of contracts signed for supplies during 2023 totals 228,085,606.78. The value of contracts signed for services is 105,611,002,000, and the value of contracts signed for the design competition is 3,299,192.48. While the value of the contracts signed for work amounts to 473,442,602.14$” says the report.

The report further points to increasing the complaint of contracts, which amounts to 7 million and 542 thousand euros.

We remember that Kurti Government has been criticised for linking single-source contracts. The opposition has demanded the formation of a Parliamentary Investigative Commission for investigating these contracts.

The signing of single-source contracts is also mentioned in the Progress Report, where lack of transparency has been criticised.
