(2 years ago)The rapporteur for Kosovo in the European Parliament, Violet von Cromon, has argued with German journalist “Francurter Almeida Zeitung”, Michael Marten, on the issue of establishing the Kosovo Municipal Association and the role of the government in this process following a newspaper article addressing challenges facing Kosovo before the final vote in the [...] Committee.
The rapporteur for Kosovo in the European Parliament, Violet von Cromon, has argued with German journalist “Francurter Algemeine Zeitung”, Michael Marten, on the issue of establishing the Kosovo Municipal Association and the government's role in this process following a newspaper article addressing challenges facing Kosovo before the final vote in the Committee of Ministers about Kosovo's membership in the Council of Europe. Cramon asked in amazement that “From came a twist like this” in the article which quotes Kurt as saying, among other things, “The government can't impose the Association”.
The FAZ article deals with, among other things, lack of initiative by Serbian municipalities with suspicions of obstructions orchestrated by Belgrade and Kurti's argument, which was quoted as declaring in Berlin that the government “%ua imposes on Serbs draft-Stuttine Association, it's human rights violations”.
The paper writes that Kurti has presented this argument in Berlin, saying that any association of municipalities, including those dominated by Serbs, should be initiated and approved at the local level and not imposed from the Kosovo government or outside subjects.
A municipality association, be it Serb, can only be founded by these municipalities. It would be a violation of the principles of the Council of Europe and the Constitution of Kosovo if the Kosovo government wanted to impose by decree the association of Serb municipalities a draft from Quinti (or any other). The government can provide the framework and support the establishment of an association of good-willed municipalities, but it cannot impose that impetus for this would have to come from the local level, from the municipality itself”, Kurt was quoted as saying.
Cramon reacted to the journalist's argument that Kosovo cannot [found association]. No government in Europe can create an Association. But if municipalities agree on such an association, states, including Kosovo of course, should support and register them”, asking with surprise that “Where such a twist came from”.

The article also writes about the lack of initiative by Serbian municipalities and the “obstructions orchestrated by the government of Serbian President Aleksandar Vuciq” in this direction aimed at preventing Kosovo from meeting conditions set by the Council of Europe as criteria for membership.
“From the perspective of Serbian President Aleksandar Vuciq, who controls and leads Kosovo Serb politicians, the conflict is a perfect trap for Kosovo: Belgrade prohibits Serbian politicians in its former province from taking promising initiatives to establish an association of municipalities or to support proposals that are in line with the Council of Europe, while at the same time complaining loudly about the lack of that association”, It says there.
