EU High Representative for Foreign Policy and Security Josep Borrell has said that Brussels is concerned about the lack of consultations prior to the Kosovo Central Bank decision (BQK) to remove the dinar and the consequences it has on the daily life of Kosovo Serbs.
This is particularly about the impact of the decision on schools and hospitals, given the apparent lack of alternatives at the moment”, says Borrell's written response.
In response to French MP Dominique Bild's questions, what does the European Commission plan to do (KE) about the establishment of the Serb Communists Community, the CEC's decision and Kosovo Serbs' educational and health systems, Borell said the dinar issue affects issues that should be negotiated about association.
The question of the BEC's decision on cash operations affects issues that have had to be negotiated about association, such as status and financing of institutions managed by Serbia in Kosovo and their integration into Kosovo institutions and legal framework”, he has written.
He reiterated that the establishment of association is Kosovo's obligation under international law and stems from the 2013 Brussels Agreement, which has been linked by Serbia and Kosovo in dialogue with the EU's mediation and later adopted by the Assembly of Kosovo.
The written answer is said to have prepared the European draft of the Association statute, in consultation with international law experts, by respecting relevant agreements from the dialogue, as well as Kosovo's legal framework and “red lines of the parties to the possible extent”.
On 21 October of last year, the draft state was handed over to Kosovo Prime Minister Albin Kurti and Serbia's president, Aleksandar Vuciq.
On October 26th, Pristina has announced that it will accept the proposal, provided that the Agreement on Normalisation of Relations between Kosovo and Serbia, Anex and the Association Court itself is officially signed by Kurti and Vuciq”, Borell said.
