In a proposal for Dukagjin, Naim Jakaj from the Kosovo Institute for Justice (IKD), has said this process has been carefully monitored and that it turns out the vote is suspicious.
According to him, this process should be converted to zero.
As Kosovo's Institute for Justice, we have a precise monitoring and we have seen that voting for this bill is perceived to have received the total number of 61 votes enough to participate in the voting process. In this case this bill would have to be restored to the first reading vote, to finally know whether it will be passed on to the first reading or not by the vote made at that session is seen to be not enough votes for passing this bill”, he said.
Jakaj said Parliament Speaker Glauk Konjufca and the administration should give responsibility until he stressed that in the current situation, the country's lack of transparency is harmful to parliamentary democracy, Dukagjini reported.
“The IKD considers that the result in connection with this bill, the conflict that civil society organisations include the IKD, is harmful to parliamentary democracy, which is responsible for political lines is the chairman of the Parliament and the administration. The Speaker of the Parliament should have been publicly declared in the plenary hearing for such concerns and come up with a report he must sign, as the bill has signed when he finds that 62 separate votes have been received”, he said.
He reiterated that the voting process has no legitimacy and that the IKD has verified that there has been insufficient votes to pass the school textbooks bill.
“For the actual functioning of the responsible Assembly is the chairman and chairmanship, with regulations responsible for administrative issues responding to the chairman and chairmanship, then other issues are followed by the administration, including the secretary elected from the leadership. The responsibility is for political power, to bring an announcement signed by the mayor. As a process there is no full legitimacy as a cause of suspicion which as IKD we have confirmed that they have not been enough votes to pass this bill... As the process is suspicious, it must be converted to zero.”, Jakaj said.
This bill has raised concerns even in opposition parties and some power deputies, who have sought clarification from the Parliament for the vote in question.
Opposition MPs have named it smuggling the bill in question, accusing Education Minister Arberie Nagavci of saying he is deliberately pushing ahead a law that has not been passed in the Assembly.
