Apost: Donika Gervala visits company “Compact Group”, after Lieburn Aliu and Naser Hafizi were illegally forgiven over 3.6m euros

On November 17th 2022, Lieburn Aliu, minister of the Environment, Space Planning, and Infrastructure, along with Naser Hafiz, deputy director of the Regional Courts Authority, had been forgiven by the company “The Compact Group” was 3 million and 616 thousand and 812 euros and 02 cents.

This company, which is also an ambalated water producer “DEA”, from the time he received permission until 2022, was operating without paying the legal tax for the exploitation of Kosovo's underground water and had collected the debt of more than 3.6 million.

But through a fraud procedure, Aliu and Hafizi had made the decision that the debt of millions of this company will close for a fee of only 41 thousand 443 euros and 60 cents, causing the budget to lose a total of 3 million and 575 thousand and 369 euros.

Albanian Post has secured all documentation testifying to illegal debt forgiveness and budget damage.

After this apology, on Saturday 20 April this year, Donika Grovalla, Kosovo Foreign Affairs Minister, visited this very company that Ali and Hafizi pardoned their debt.

Gervala even praises the company and their product, the ambalized water “DEA”

Gervala, reportedly giving debts to this company, still writes on Facebook that big progress has been made “in the field of democratisation, rule of law and economic growth, along with our commitment to a safer and more suitable environment for our businesses”.

“In Gjilan, I visited the water company DEA Group. We discussed their challenges and big opportunities for promotion and co-operation with the mining businesses”, she wrote after visiting the company that illegally exploits Kosovo's water resources.

How did illegal debt forgiveness happen for “Compat Group”?

The company Compact Group” had received permission in 2010.

Under law and administrative instruction, for the exploitation of Kosovo's water resources, this company, as well as others, had to pay 0.09 cents per litre, released by 2016 and then 0.01 cents with the latest changes.

This company had never paid the state, as the law stipulated, so according to Article 9 of Administrative Guide, the ministry was forced to collect the debt, accounting for the maximum expense with company water permits.

As mentioned in Article 9 of administrative instruction: “If the enforcer did not keep evidence and did not report, or did reporting with suspicious and inaccurate data, until January 15th for the preceding year, the ministry in the 30 days term issues the verdict and bill by counting on data from the technical investment documentation for the maximum amountUse”

The working group within the ministry had done so, and it turned out that this company from obtaining permission until 2016 had accumulated debt to the state of 3 million 159,000 euros, and from 2016 to 2021, 18 thousand and 954 euros.

Hafizi, as the deputy director of the Regional River Lakes Authority, all he had to do was deliver the bill for the company and the obligation to pay, or he would have to become the seizure of the permit and the continued failure of his work under illegal conditions.

However, as the documents show, Hafizi, under Ali's knowledge, instead of respecting the law and since the company had failed to report for more than a decade, the t dealt with a debt write-off, as management directives say, they decide to issue an illegal document and only to report this company to its “financial execution”>

In this “your approval/responsive decision”, which dates from March 22, 2022, is signed by Hafizi, told the company that you have a duty to pay the 3m 616 thousand 812 euros and 02 cents.

As it turns out, this was only a method of Ali and Hafizi to get into shopping with the company “Compat Group”.

Thus, as documents reveal, the 3m debt of 616 thousand of 812 euros ends up at only 41 thousand and 443 euros.

The November 17th 2022 decision, issued by Naser Hafizi, shows that the company is allowed to pay only 41 thousand euros and is only accounted for in 2018-2021.

In this case, Ali and Hafizi evaporate 3 million 575 thousand and 369 euros.

This is only one case of a total of 27 such companies that owe millions, but Aliu and Hafizi decided to enter personal calculations to cause losses, which according to initial data is over 90m euros.

All this irregularities were reported on December 12, 2022 Kosovo Prime Minister Albin Kurti.

Mr. Prime Minister, asking you a lot of forgiveness in a situation where Kosovo is facing the Serbian aggressor, I am forced to write to you about a case that really requires your attention” was told Kurt at the email that Albanian Post provided, by a signal that understood what Ali and Hafizi were doing.

He was then explained in detail the matter and the thefts that were taking place in the ministry.

Kurt had not responded at all, and he had decided to take care of it despite the announcement.

Even after sending the message to the prime minister, Kurt was sent to a disciplinary commission to change his position.

Albanian Post has contacted Hafizi, but he has refused to respond.

He once declared that I could not speak because I am currently outside Kosovo”.
