AP: Minister Peci lied publicly, there is protocol ruling that the company “Apet Group” has been barred from export and import

In the archive of the Food and Veterinary Agency, there is no protocol decision of April 2nd, where evidence is that the company “Apet Group” has been banned from export, or import, as a false documentation and meat export scandal coming from Brazil as the fresh Kosovo “was published by the Albanian media.

Contrary to what Minister Faton Peci wrote on his Facebook that “Economic operator has been set to stop for export-import”, and then repeat the same on “Polito” on Kanal 10, after request from Albanian Post and waiting for seven days, AUV has not been able to prove that this decision exists.

In a request for access to public documents from the AP, the Food and Veterinary Agency has submitted several other protocol decisions, such as that of forming a commission that will make the confidence in the case, a protocol decision for “has also been submitted.suspending work relationship” for Inspector Beman Maxhun, who had forged the certificate of exported meat quantity, but not also the decision to ban export, or import from the company “Apet”.

Peci had been invited publicly since Tuesday, April 2nd, to prove there is an official decision on the ban he publicly said was made to that company, but it was never released.

Later, Albanian Post submitted requests for access to official documents, and no requested document was sent in after seven days.

Under the rule, each decision must be protocoled, sent to the archive and also sent to the parties involved to implement the decision.

Albanian Post has also asked Kosovo Customs if such an export and import ban has been sent to this company, but Kosovo Customs spokesman Adriatic Stavileci has said that “If you need details about this measure please turn to AUV”.

From AUV along with top documents, an answer has come that says “The Food and Veterinary Agency has carefully examined your requests for access to public documents.” and “Of all your requests AUV has: the Disciplinary Commission's decision” and “Professional Commission Forming Location”, but not also the decision to stop export and import.

But the AUV could only send a word document featuring an e-mail to announce a ban on export certificates only, but the same was not explained why it was not issued as a decision unless it was never made.

The AP had also sought to prove another declaration by Minister Peci, who in the same show, had said that in the term of a year and a half has become the sequencing and destruction of 2.5 million tonnes of meat, but neither has this given been achieved to be confirmed through documentation from AUV.

In response to this issue, it is said that “The amount of annihilation mentioned has no decision”, but the minister has “Named extermination statistics in two calendar years”.

Albanian Post from AUV has also asked whether to testify whether the amount of 1000 kilos that was seized by illegally exported from “Apet” was meat containing an analytical report on meat quality, but has only been said that “does not have any analytical report documents for a 1,000kg amount”.

AUV, however, has clarified that this agency “provide health certificates to export burdens”, but not with other reports.

What about the documents sent out?

In demand for access to official documents Albanian Post received three documents.

The first document tells of the formation of a professional communist with the company's investigation “Apetit sh.p.k”.

The other document, however, was only sent in e-mail form, where the decision to ban export for the US subject “Apet has been made. P. K”, but not protocol.

According to documents that are available at the Central Procurement Agency, the first tear of the tender was “Fruiting of Meat and other meat products of the leaf”, while the second tear of the tender was “Furnisation with chicken and poultry products”.

For the first tear, the value was 1 million and 291 thousand and 725 euros, and for the second tear, or the second half of the tender, for chicken supplies, is 480 thousand and 400 euros.

It's only 2022.

The same owners won the same tenders again in 2023.

The contract with the company “Riki” was signed in December.

According to public documents from the Procure Central Agency, tear 1 for 2023, or the meat supply of leaf was contracted for 1 million and 302 thousand and 750 euros.

And the second piece of chicken supply is 368 thousand and 300 euros.

According to the same contracts, these companies of these owners are shown to supply leaf and chicken to many other institutions as well.

The “Apet Stop Group” launched an entire corrupt system in the Ministry of Agriculture, where a company, through connections to the state, manages to forge several control links and eventually sell it as Kosovo's fresh meat, Brazil's meat, which is not known to date.
