How did it happen?

The company “Fluidi” from Gjilan had received permission for access to Kosovo's natural resources wells on July 8, 2009.

According to water permits, the company approved the demand for the exploitation of Kosovo's underground water with a total of 5 litres per second of exploitation.

From January 2009 until June 2021, this company had never made payments to the State to which the law owes it.

From 2009 to 2016, he had to pay for each litre of 0.09 cents, and from 2016 onward, he had to pay 0.01 cents because of the changes made.

Since “06/2021” for water payment structure, Article 9th, paragraph 2, “If the enforcer did not keep evidence and did not report, or did reporting with suspicious and inaccurate data, until January 15th for the preceding year, the ministry in the 30 days term issues the verdict and bill by counting on data from the technical investment documentation for the maximum amount”.

The maximum amount is the established official formula, which is based on the very permission received from the company in question.

In the case of “Fluid”, there are 5 liters per second. After an hour of 3 grand and 600 seconds, it means that the company has extracted 18 thousand gallons per hour. Then the formula accounts for 10 hours a day and 300 days of work a year.

With this estimate according to the formula the regulation defines, between January 2009 and December 2021 the total debt of the company amounts to 3 million and 555 thousand euros.

But Aliu and Hafizi, through an illegal financial decision, appoint that the company for a total of 13 years owes only 13 thousand euros.

To completely clarify the fraud, Aliu and Hafizi later issue another decision - for the same company - on a debt of just six months (from July 2021 to December 2021).

Despite the same company and capacity, Hafizi writes here that the company owes 20 thousand and 653 euros and 47 cents.

While for 13 years, for the same capacities, with the same permission, the company was taxed only 13 thousand euros -- now for six months, without changing capacities, the company is required to pay over 20,000 euros, completely clarifying the theft of the past 13 years.

If more than 20,000 euros were to be paid in the last three months, how was it paid for 13 years only 13 thousand euros?

Naser Hafizi has refused to answer questions about the media. As the Albanian Post later learned, Hafizi also has family reports with company owners. He hasn't even answered that question.

But history ends here, the same company was also allowed a fraud.

When an official within the ministry had seen legal violations in the case of the company “Fluidi”, the decision was made to halt procedures for the series of permits to exploit Kosovo's water resources.

In the decision of May 30, 2022, it also says that “this is the last time for the party to undergo all legal procedures needed to be equipped with water permits, otherwise it will be sanctioned by law”.

Having no opportunity to offer any data, since there is neither a water station nor a water station, as required by the law, the company “Fluidi” with Hafizi's help tries to make a trick, recording another company named “Royla Beverage” to get permission for the same sources that you use as “Fluid”.

Hafizi had also tried to make a separate, illegal commission, to enable access to accelerated procedures, to avoid an official who had prevented the permit for “Fluidin”.

If these two companies are looked at on the page of the Kosovo Business Recording Agency, it is seen that the owner of “Fluid” is Berat Mustafa, while the owner of “Royal Beverly” is his brother, Fyzullah Mustafa.

When Kurt had visited this company, he had taken a large section of the cabinet with him.

There were Minister Faton Peci, Minister Roseta Hajdari and Gjilan municipality Chairman Alban Hysen.
