The head of the Vetevendosje Movement Parliamentary Group, Mimoza Kusari-Lila, says the draft association of Serb majority municipalities, proposed by international diplomats, has not been submitted for review at the Constitutional Court, as it is expected to have reflections on comments the Kosovo side has made to the mediator for dialogue, Miroslav Lajcak.
Kusari-Lila, in an interview for Kosovo Press, claims she is sceptical that there will be progress in dialogue before elections in the European Union.
According to her, sending or not the draft association to the Constitution would not change the current situation on the ground in the four northern municipalities.
The permanent request has remained all the time or on periodic grounds is mentioned as the necessity of sending the Association statute to the Constitutional Court, which has not been made since it has been expected to have reflection on comments that the Kosovo side has handed over to the mediator for the draft association state...18:00 it is not that the situation on the ground would be greatly changed if the draft draft state was sent to the Constitutional Court. On the ground the situation changes when there is normality in the functioning of life as seen and there is every country in Kosovo. When citizens have security, recent evidence shows that security has increased in four municipalities in the country's north. Also, obligations to companies offering public services are started. To begin and continue in the contingent the actual functioning of local government, not in the service of certain interest groups, but indiscriminately all citizens, as is now happening. Of course, after the election process then look at the next steps”, Kusari-Lila says.
LVV deputy chief accuses Serbia of deconstructive access to dialogue. She stresses that since there are no punitive measures against Serbia for the terrorist attack in Banjska, and as long as the neighbouring state protects persons who have been involved in aggression against Kosovo, it is difficult to say there could be a move forward in dialogue.
It's hard to say about the fact that it's a very short time period. The elections have now been approaching, there are little more than two months left, but it implies that prior to the elections there will be commitment of all acts of electoral campaign in EU countries. For us, it remains very challenging that Serbia still maintains and actively protects all those who have been involved in the Banjska attack. Also, there has been no movement by the international community in relation to measures that would have to be put to Serbia for their evolution in this serious attack on Kosovo. So let's say things are going to change in this short period of time, before elections in the European Union is difficult”, she adds.
Speaking of the BEC regulation, where the use of the Serbian dinar in Kosovo is prohibited and the chances of the same being discussed at the level of chief negotiators in Brussels, Kusari-Lila, says the only issue that can be discussed in the report are the finding of ease mechanisms for converting the dinar into the euro.
The political “Nivel on this issue has been carried out, as we have previously a currency in Kosovo used for domestic payments. Once again, I'm re-evaluating that transfers can be made, but they must be converted when they are issued for payment within Kosovo ... The only issue that can be discussed in the report are facilitating mechanisms for intermediate procedure, rather than change or reflection for the use of another currency in Kosovo”, she says.
In addition, Kusari-Lila for KosovaPress also talks about elections in four northern municipalities and the possibility of lifting punitive measures after setting the date for the departure vote of the current mayors.
There should be over 50 percent plus one registered voters, after which if they result in the departure of the mayors, then it will be initiated or initiated with the proceeding of extraordinary elections for four municipalities in the north, which would mean mayoral mandates for one year until autumn 2025, when they are regular local elections... 06:43 The punitive measures would have had to be removed already, because one of the requirements and criteria has been de-passing. It's seen that in the north, there's a situation that's been hanging out like it was at the beginning of last summer... The 9 measures have not been for the dialogue process, have only been for the security situation, the de-pass, the reduction of the number of policemen there, and then organising and holding local elections. There have been elements or other criteria of political nature in decision making”, Kusari-Lila concludes. /Kosovopress
