A day before the meeting of Kosovo and Serbia's top negotiators in Brussels, there is optimism by connoisseurs of the dialogue process that a reconciliation on the dinar issue will be reached. According to them, the Kosovo Central Bank regulation, which envisions only euro currency to be used for payment, is legitimate, but modalities must be found for concrete implementation on the ground, without affecting Kosovo Serb citizens. On the other hand, the Kosovo Government has not indicated whether they have submitted proposals for the dinar, the deadline it has been for until 22 March. However, Prime Minister Albin Kurti said Friday that the BEC regulation is non-negotiable and that they will not accept proposals that clash with the same.
Political analyst Fidan Ukaj says the only solution for the dinar is the transition plan presented by the CEC.
According to him, there will be an agreement that Serbian citizens in Kosovo receive the money that Serbia distributes through licensed Kosovo banks.

On the other hand, university professor, dialogue connoisseur Arben Fetosti, says the BQK regulation is legitimate, but accuses the government of failing to communicate with strategic partners for the same.
