Kosovo President Vjosa Osmani has said that Kosovo has committed itself to establishing association, through ratification in the 2013 Agreement, but also with the February 2023 Base Agreement.
On the other hand, Osmani has commented on the letter of three state leaders addressing the Kosovo rapporteur for the Council of Europe, Dora Bakyoannis, and on which he pledged to implement the agreements, which include the founding of the Association of Serb-run municipalities.
“is not the dedication of March 2024, but of the 2023 basic agreement that has been accepted by the Kosovo delegation”, Osmani said.
Osmani has said the association issue is not required for Kosovo prior to the KiE accession.
The “not to forget that full commitment was given to its establishment in 2013 through ratification, but this has been repeated in the last, basic agreement of February 27, 2023. It is the dedication of March 2024, but of the 2023 basic agreement that was accepted by the Kosovo delegation, and as you all know, it includes the obligation to establish association. My request has been on paper to include a part in which any obligation of the Republic of Kosovo is implemented in accordance with constitutional law, the laws of the Republic of Kosovo, with the Constitutional Constitution and judgments. This is our separate framework, by no means outside of it”, Osmani said after the conference, organised by the University of Pristina and the Arkansian, for the 25th anniversary of NATO's intervention in Kosovo.
We remember that today the Council of Europe's Political and Democracy Commission ( The KiE will review the Bakoyannis report.
On this issue Osmani has said that he hopes to be approved and that the General Assembly will then recommend membership and that all levels of institutions are engaged in lobby.
Adding that anyone who thinks of pillars in Europe should say yes to Kosovo's accession to the Council of Europe.
