Kosari, from the Information Integrity Forum, has called on opposition parties to react to the KPM Bill, which, as she has said, allows media capture.
She has said that the responsibility to handle legal issues is not just for civil society.
If the MPs open the doors for cooperation, we can publish a good bill. In the meantime, I asked a question: Hello, the opposition, are we hearing each other? Kusari has also expressed concern for some provisions of this bill, including allowing political parties and religious communities to open television and radio.
First, she notes that the current law on KPM does not allow this space for political parties and religious communities.
Second, she has expressed concern over the lack of guarantees for women's involvement in the KPM.
The ruling KPM law forces the House to elect at least two women as members of the Commission. Believe it or not, the KPM bill has moved on and in practice means that the next Commission can be made up of all men”, it has written away.
First reading draft KPM bill approved
The bill handed over on January 27th of 2023 envisions that video-sharing platforms and online media are subject to registration by the KPM if they want to publish audio and videomaterials.
Article 4 confirms that to distribute videos, video distribution platforms and online media must be submitted to the application for registration on KPM respectively, a process requiring a business certificate in the Doing Business Record Agency (ARBK) and confirmation by the Kosovo Tax Administration (ATK).
Online media so far functioned as the non-need of registration business near the KPM, while testifying the pledge for ethics, being members of the Kosovo Free Media Council ( KMSK.
