The government seems to have decided to recognise even diplomas issued by schools and parallel universities in northern Mitrovica, though this parallel institution had never gone through the filters of the Kosovo Agency for Accreditation.
Although the Kurti Government has decided to recognise diplomats of the parallel system and have formed a special commission, members of the Serb community are continuing to have complaints, writes Democracy. com
In this regard, Minister for Kthim and Community Nenad Rassic has sent letters to Prime Minister Kurti and the entire government cabinet yesterday, asking them as soon as it becomes the norsification of these diplomas.
In the letter providing Democracy.com, Rassic has said that government institutions and ministries have intensified their efforts to complete free jobs at all levels, because there is an apparent lack of workers within institutions, especially civil servants.
“I highly appreciate the government's determination to open new jobs, but unfortunately we have to stress that competitions are extremely unfavourable for all minority communities, especially for the Serb community. The government's session on February 22nd has been adopted with the decision of 111130 and October 27th 2023 has approved the decision by No. 14/169 for the possibility of verifying diplomas taken under the Serbian education system for higher and middle education“, Rassic wrote in his letter to Kurti, his deputy and the ministers of this government.
Rassic has asked the Kurti Government to enable Serbian citizens to compete with the level of parallel schooling that have not yet completed the nostification process.
Unfortunately, none of the published contests are pre-represented access to diplomas that are under way, and in addition, the diploma for verification would have to be proven by notary, and that doesn't happen, because notaries refuse to do so with the explanation that they have no right. The text written in each contest must be something like: The candidates who must verify their diplomas can do so under the decisions of the Kosovo Government No 111130 government and the decision 14/169, a candidate can be accepted for a certain position of work, proving that it is in the process of obtaining the diploma, and its completion adds to the employing job file”, says the Serbian minister's letter providing Democracy.com.
Rassic, too, has stressed that this poses a major obstacle for minority communities in Kosovo in declared competitions.
“Under the agreement adopted by the Berlin Process in the Kosovo Assembly, government institutions may stress that: Candidates who haven't been able to do their diplomas nostrifiance can participate in competitions and can be employed equally, and that they should do the nostrifiation of their diplomas no later than six months from the start of the nostification commission”, Rassic writes away.
Kurti's minister in his letter adds that it is extremely important to allow this kind of flexibility in their calls for employment, because otherwise there will be large vacuums in minority community employment and this vacuum will be shown especially in northern Kosovo, where even after a year we have no minimum functioning of municipal administration.
