Gerald Knaus from European Stability Initiative has said that Serbia should support Kosovo's membership in the Council of Europe because Kosovo Serbs benefit, but even though it is part of the agreement.
Given the Ohrid Agreement, he says Serbia should prevent Kosovo and should do so neither through anyone else.
“Belgrade WILL not challenge Kosovo's membership in the Council of Europe, would not encourage others to block it and abstain from membership vote in May”, it wrote.

Kosovo membership in the Council of Europe is good for all: The Kosovo government engages before membership for key post-member reforms, based on Council of Europe standards and on the European Convention on Human Rights.
All citizens of Kosovo benefit.
Kosovo Serbs benefit. For this reason, Serbia must support Kosovo on membership in the Council of Europe!
Also, Brussels/Ohri's 2023 agreements stated:
The two sides will respect independence, autonomy and each other's territorial integrity and the right to self-rule.
The sides will resolve any disagreement between them exclusively by peaceful means and refrain from threatening or using force.
Serbia will not oppose Kosovo's membership in any international organisation.
Neither side will block nor encourage others to block the other side's progress on their respective EU path.”
The road ahead now, based on agreements reached by both sides (which Kosovo repeatedly offered to sign, immediately):
Belgrade WILL not oppose Kosovo's membership in the Council of Europe, would not encourage others to block it and abstain from membership vote in May.
Pristina will implement the necessary “self-management of the ethnic Serb community in Kosovo as soon as possible -- the promised”.
