IKD: Two years of waiting for dozens of bills to be approved, the ruling party to provide numbers

KDI says the adoption of the Assembly over two years awaits bills like it for official holidays, for local self-government, agriculture, construction land, legal acts and the pardon of penal measures during the COVID-19 pandemic.
Except for them. KDI says that in the country over a year, 7 other bills are awaiting approval, including lottery, higher education, textbooks, wine, religious freedom, reproductive health, and assisted health, as well as the Property Bill.
According to KDIı, the reason some of the bills in question have not yet been adopted is mainly because the dual majority, namely, most of the votes from non-most communities are needed for their approval.
Because of the Serb List boycott of the Assembly, it remains unclear when these bills will be adopted by the Parliament. Also, the potential return of this party to the Parliament does not guarantee support for their approval. ”
KDI suggests that the delay has also had in adopting some bills that are not sponsored by the Government as the one for duty on property or for pardoning pandemic penal measures.
“In other cases, the delay has had in adopting some of the bills that have not been sponsored by the Government, which frequently pushed ahead of its legislative agenda. Bills such as the one for property tax that has been proposed by the 6 opposition deputies or the one for the forgiveness of the pandemic penal measures that have been proposed by over 10,000 citizens are still waiting to be approved. ”
KDI has also cited non-vote international agreements.
According to the Labour Rule, the time the Assembly needs to adopt a Bill is estimated to be about six months. Exception from this rule makes international agreements that are envisioned to be approved within three months. However, even their adoption has dragged on for months, due to the lack of consensus between position and opposition, which has been unable to secure 2/3 of the necessary votes. ”
KDI says delays in adopting bills reflect the lack of efficiency of the Assembly institution and directly and negatively affect the welfare of citizens.
“To address this issue, KDI encourages dialogue and co-operation between political status and opposition parties and parties from the ranks of non- majority communities. It is imperative that effective ways be found to ensure that the legislative process is efficient and in line with citizens' needs and requirements. ”
