In Brussels, the next meetings were held under the dialogue process, where the first Deputy Prime Minister for European Integration, Development and Dialog of the Republic of Kosovo, Besnik Bislimi, was present. The held meetings were bilateral with the EU, as well as trilateral with the other side. The Kosovo prime minister's office informs that the central issue of this meeting was the implementation of the Brussels Basic Agreement and Ohrid's Annexi Equipment. But, once again, the ZKM reports that the Serbian side rejected its implementation and signing.
Also, Kosovo Central Bank regulations and its recent concerns were discussed.
The Kosovo Central Bank's “was mentioned and the regulation of the central bank and its recent concerns. The sides agreed that until the weekend they would bring concrete ideas about what a short-term solution might look like, always respecting the decision in question of the CEC. The parties agreed to offer technical proposals by March 22nd, such as will then be treated away at a new meeting. The Republic of Kosovo has made it clear that it will offer technical solutions under the plan it has offered to the states of QUINT weeks ago”, the KPCM report said.
Also, Serbia's “deputy prime minister reiterated that signing the Ohrid Agreement is a guarantee of its full implementation, consistent refusal by Serbia for both signature and implementation. The agreement must be implemented through an equal and balanced sequence plan between the parties and reflecting implementation in its capacity.
The possibilities for how to formalise and register the Basic Agreement and Implementation Annex were handled, respectively. Kosovo's concern was seen that the non-signation has influenced the failure to implement the agreement, but also the severity of the situations on the ground, whether through barricades or with attacks like the one in Banjska, which later culminated in Prime Minister Brnabiqi's letter to the EU last December, which, among other things, says Serbia does not respect Kosovo's territorial integrity and sovereignty.
Against that, the Serb side's refusal on the agreement was again reaffirmed at the meeting, implementing its signature. In the presence of the mediator, the Serbian chief negotiator made it clear that parts of the agreement involving de facto recognition, territorial integrity or Kosovo's UN membership will never be implemented for Serbia.
At the meeting were discussed and other topics of the dialogue process such as the energy issue and the prosperity of its implementation on the ground, as well as the demand on Kosovo's part for the return of artefacts, which the Kosovo side has submitted and files towards the EU. A series of violations of the agreements on the part of Serbia, including in the field of energy, telecommunications, the interference in the frequency generation by Serbian television stations, as well as Serbia's construction of Kosovo membership in international organisations”, the report said.
