What does the Ohrid Agreement contain?
The original document, which most now refer to as the Base Agreement, is a document consisting of 11 articles, where on March 18th in Ohrid, was attached to an Anex of implementation.
These are all provisions of the Ohrid Agreement:
1. Kosovo and Serbia are fully committed to respecting all provisions of the Agreement and this Anex, and to implement all their respective obligations stemming from the agreement and Annexi properly and in trust.
2. The sides bear in mind that the Agreement and the Implementation Annex become integral part of the respective processes of Kosovo and Serbia's EU membership. The sides bear in mind that, immediately after the adoption of the Agreement and this Annex, the EU mediator will begin the process to change Chapter 35 standards for Serbia to consider Serbia's new obligations, stemming from the agreement and the Anex.
3. The parties agree to adopt the Declaration on Missing Persons, as negotiated within the EU-brokered dialogue as urgent issues.
4. To implement Article 7, Kosovo immediately starts negotiations under the EU-mediated dialogue to determine specific arrangements and guarantees, which ensure a proper level of self-awareness for the Serb community in Kosovo, in line with previous relevant dialogue agreements, as defined by the EU mediator.
5. The sides agree to create a Joint Monitoring Committee, led by the EU, within 30 days. Implementation of all provisions will be provided and monitored by the Joint Monitoring Committee.
6. To implement Article 9, the EU will organise a donor conference within 150 days to create an investment package and financial assistance to Kosovo and Serbia. No distribution will occur before the EU determines that all provisions of the Agreement have been fully implemented.
7. Kosovo and Serbia agree that all articles will be implemented independently by one another.
8. The order of the paragraphs of this Annex does not prejudge the order of their application.
9. Kosovo and Serbia agree not to block implementation of either article.
10. All discussions on implementation of the Agreement will be held within the EU-brokered dialogue.
11. Kosovo and Serbia agree that disrespecting their obligations by the Agreement, Annex or past Dialogue Agreements could have negative direct consequences for their respective EU membership processes and for the financial assistance they receive from the EU.

Article 7 is one of the points that gets the most attention in this relationship.
This point has to do with ensuring a proper level of self-awareness for the Serb community in Kosovo, in line with previously reached agreements within dialogue.
Some see this point as reference for formation of the Association of Serb majority municipalities in Kosovo.
Another hot spot is the officialism of the status of the Serbian Orthodox Church in Kosovo and the offering of a high level of protection of Serbian religious and cultural heritage.
What are the consequences of failing to comply?
“Wanting to implement this agreement could have negative consequences for both countries”, the European Union declared.
To that end, a year later they are feeling the consequences Kosovo is suffering, as it is not implementing one of the main points required by this Anex, that of Association.
