AAK parliamentary group chairman Besnik Tahiri has said administration reform and rule of law are the two EU requirements, without which no chapter of negotiations for membership in the European Union is opened.
Tahiri said the EU's latest report reportedly the Law for Pubik Officials does not reflect the SAA pledges Kosovo has taken.
