The Justice Ministry has published the list of candidates who have passed the written swimming exam, and a large part of them are persons close to the ruling party's Vetevendosje Movement and militants.
Milot Rexhepi from Pristina, Aptim Kaka from Prizren, Adelina Ajeti from Gjilan, Flaron Rexhepi from Gjilan, Agon Hyseni from Gjilan and Betim Behluli from Rahoveci, according to the list published by the MD, are people who open support Vetevendosje and their accounts on social networks are packed with photos of persons of power.
The same competition had been cancelled by Justice Minister Albulen Haxhiu in February 2020, under the argument that the list was filled with <x0militant party”, but what happened is that Hadziu had in mind to replace those closest to Vetevendosje.

“Can't push ahead with a process from which the overwhelming majority of candidates who have passed the swimming exam are party militants, members or friends of the Noteria Test Commission members or even their family”, had stressed during a press conference on Haxhiu at the time.
Therefore, Haxhiu had decided to open new swimming competitions, despite the decision of the Pristina Foundation Court, which was granted the right to the latest swimming candidates, during the contest when Abelard Tahiri was in the post of former justice minister.
Tahiri: People linked to the ruling party have resulted in emerging as the most successful candidates
For former Justice Minister Abelard Tahiri, it has already been proven that most of those who have passed the Novel exam are activists of the Vetevendosje Movement.

The same “will unfortunately produce a large number of complaints and lawsuits in judicial instances as a result of violating their rights acquired”, he added.
Tahiri has added that Minister Haxhiu unfortunately “is the worst example” for each citizen, because being in this position he has not implemented judicial decisions that have sealed the legality of the preliminary exam.
“As a former justice minister, recalling the huge burden of institutional responsibility, but also as an MP in the Kosovo Assembly, I am deeply concerned about the degradation of this process, which is characterised by numerous irregularities and manipulations which beyond any doubt are undermining the process for which we will also seek to be investigated officially by the competent prosecution”.
By contrast, according to the Law on Noteria, each 10,000 people have a notary to be determined.
Based on this, in Kosovo with 1.8 million people, this profession would have to exercise 180 swimmers, but according to the Ministry currently are only 50.
